For a first-time visit

Beijing. The Great Wall is the single most-anticipated sight in China for most first-time visitors, and Beijing centralises three others (Forbidden City, Temple of Heaven, Summer Palace) that no single Xi'an cluster can match.

For culture and history

Both are cultural heavyweights. Beijing's story is post-1400 (Ming, Qing, PRC) plus Great-Wall-era. Xi'an's story is 1000 BCE–900 CE (Zhou through Tang), a much older window. Choose Beijing if you love imperial dynasties; choose Xi'an if you love pre-imperial and Silk Road history.

For food

Different regional cuisines. Beijing = northern (Peking duck, jianbing, hand-pulled noodles, lamb). Xi'an = Shaanxi + Hui Muslim (biang biang, roujiamo, yangrou paomo). Xi'an's Muslim Quarter is a food destination in its own right.

For nightlife

Beijing. Sanlitun and Gulou area have real bar scenes. Xi'an's night life is centred on the Muslim Quarter (food, not drinks) and around the Bell Tower.

For families with children

Roughly tied. Both have engaging headline sights for kids (Great Wall, Terracotta Army). Xi'an's compact walled centre + bike-on-city-wall is arguably easier with young children than Beijing's sprawl.

For budget travellers

Xi'an is meaningfully cheaper — mid-range hotels ~30-40% below Beijing, food similarly cheaper.
