For a first-time visit

Xi'an. The Terracotta Army is a top-3 first-trip-to-China sight for most travellers, and Xi'an is more set up for foreign visitors (English-signed old-town wall, Muslim Quarter street food, direct international flights). Luoyang is a stronger stop for a second visit.

For culture and history

Roughly tied. Xi'an: Terracotta Army, Big Wild Goose Pagoda, Small Wild Goose Pagoda, city wall, Han-dynasty Yangling Mausoleum. Luoyang: Longmen Grottoes (UNESCO), White Horse Temple (China's first Buddhist temple), Luoyang Museum, and the annual Peony Festival in April.

For food

Xi'an. Muslim Quarter street food is a destination in itself — biang biang noodles, roujiamo, yangrou paomo, Persian-influenced Hui dishes. Luoyang has 'water banquet' as its signature but a narrower range overall.

For nightlife

Xi'an. The Muslim Quarter and Bell Tower area are lively into the night; the city wall is dramatically lit; some bars in the Gao Xin New District. Luoyang is quieter after dark.

For families with children

Xi'an. Bike-riding on top of the city wall is a genuine highlight for kids; the Terracotta Army is engaging even for young children. Luoyang's grottoes are impressive but involve long walks and steps.

For budget travellers

Both are cheap by tier-1 city standards. Luoyang is slightly cheaper for accommodation. Terracotta Army entry ticket is notable (~¥120); Longmen Grottoes is similar (~¥90).
