Gaoxin Tech Zone

Xi'an Gaoxin (High-Tech Industrial Development Zone) was established in 1991 as part of the first wave of national-level technology development zones. Its location in Xi'an — historically a cultural and educational centre with significant military-industrial capacity from the planned economy period — gave it a particular starting base: defence electronics, aerospace technology, and telecommunications research that could be partially commercialised in the reform era.

The zone's current industries reflect this origin: telecommunications equipment, semiconductor design, aerospace components, and defence electronics remain central, supplemented by newer sectors including software development and biomedicine. Xi'an's aerospace industry — centred on the Xi'an Aircraft Industry Group (XAC), which produces the Y-20 transport aircraft among other programmes — is based partly in the Gaoxin zone and partly in the Yanliang district to the northeast.

Xi'an Software Park, established within the zone in 2001, provides campus infrastructure for software companies ranging from large state enterprises to small domestic start-ups. The park's concentration of software developers is the basis of Xi'an's description as one of China's secondary technology hubs outside the Beijing–Shanghai–Shenzhen triangle.

The zone's southern extension has absorbed university campuses — Xi'an Jiaotong University's south campus and several other institutions — creating a university-industry corridor that feeds graduate talent directly into the technology companies. This integration of research and commercial development has been one of the zone's more effective structural features.
